PROGRAM OFFICERS or SENIOR PROGRAM OFFICERS

Main responsibilities:

* Monitoring Pact partners’ programs in one or more program areas. Contingent on applicant qualifications, focal areas for program officers/Senior program officers may include but are not limited to:
* HIV prevention for high-risk groups and/or vulnerable youth;
* Treatment services for adults and children living with HIV (PLHIV)
* Care and support services for adults and/or children infected/affected by HIV
* Policy-level initiatives aimed at enhancing the enabling environment for HIV/AIDS prevention, care, and treatment
* Providing support to Pact partners in technical matters related to one or more of the above intervention areas and/or organization development more generally
* Facilitating partner access to specialized training/technical assistance.
* Working with the Pact team to develop and operationalize tools/resources to enhance program quality
* Building and/or maintaining relationships with other donors and organizations working in one or more of these technical areas to facilitate coordination, collaboration, and sharing of resources
* Working with the team on other tasks related to grants management, program development, and capacity building of local institutions.
* Contributing to the development of a healthy, effective and efficient Pact Viet Nam

Desired qualifications, skills and qualities:

* Vietnamese national
* Masters training in public health or a related social science and/or Medical doctor
* Program Officer level: At least 2 years experience in HIV/AIDS programming (OR 3 years experience in community health); Senior Program Officer level: At least 4 years experience in HIV/AIDS programming (OR 5 years experience in community health)
* Experience with at least one of the following:
* behavior change communications
* clinical service improvement
* working with children infected/affected by HIV
* social work/psychosocial support
* care and support to PLHIV
* policy development
* organizational development/civil society capacity building
* Experience with program planning and development
* Experience working in an international NGO context a plus
* Experience mentoring and building partnerships with local organizations a plus
* Good training skills
* Team spirit, flexibility, commitment, and the belief that no task is unimportant
* Ability to learn new material quickly and willingness to learn
* Advanced spoken and written English; fluent Vietnamese
