The Quang Tri Rural Development Programme, Phase III (QTRDP III)* is a comprehensive rural development programme jointly funded by the Government of Finland and the Government of Vietnam. Its objective is to sustainably reduce poverty in Quang Tri province and especially in 44 communes of the districts of Hai Lang, Cam Lo and Dakrong, QTRP is currently having a vacancy for a:

Senior Monitoring and Evaluation Specialist (SMES)

Duty station: Quang Tri, Dong Ha, Provincial Programme Office

Reports to: Programme Director and Chief Technical Adviser jointly

Contract: Two years (until June 2009)

Salary range: 1,000 – 1, 400 euros/month

Tasks: Usual M&E activities in rural development programmes; 
           Give guidance to 3 district M&E officers; 
           Help develop M&E system for provincial and district administration; 
           Guide end-of-project evaluation 
           Qualifications and Experience

Essential:

– Master’s Degree in appropriate field
– 7 years of working experience of which 5 years in international development co- operation in support to M&E systems development and operation
– Fluent in oral and written English.
Desirable:

– A proven excellent track-record in developing M&E frameworks for Integrated Rural Development programmes
– Experience in having overall responsibilities for M&E operations within a multi-sectoral rural development programme
– Qualitative and quantitative analytical skills and knowledge of statistical analyses is an asset
– Extensive training experience
– Excellent interpersonal communication and team work skills.
– Experience with SPSS

Terms of Reference

Quang Tri Rural Development Programme, Phase III

The Quang Tri Rural Development Programme, Phase III (QTRDP III) is a comprehensive rural development programme jointly funded by the Government of Finland (GOF) and the Government of Vietnam (GOV). Its overall objective is to sustainably reduce poverty in Quang Tri province.

QTRDP III builds on the achievements obtained in the previous phases – QTRDP I (1997-2001) and QTRDP II (2001-2005). It focuses on increasing the rural poor households’ income earning opportunities from on-farm and off-farm activities through improved quality in the delivery of services and increased stakeholder capacity. Moreover, it supports the advances in government decentralisation in Vietnam and emphasises on local ownership and people-centered approach to rural development.

The Programme’s strategic areas of intervention are divided into three main and complementary components. These are as follows:

Rural livelihood services – this component aims to improve the rural poor’s access to basic livelihood services. Is comprised of seven sub-components: land use planning and land allocation, extension services, small scale irrigation, SME/Off-farm business development, health and sanitation, vocational training, and credit.
Infrastructure systems development – this component aims to promote sustainable small-scale rural infrastructure through implementation of participatory, transparent and cost-efficient models in infrastructure development.
Institutional development – this component aims to build local government capacity to plan, coordinate, manage and monitor poverty reduction strategies. It is comprised of three sub-components: strengthening local government capacity in participatory planning processes; decentralisation and institutionalisation; and learning and information exchange.

The programme area covers all 44 communes in Hai Lang, Cam Lo and Dakrong districts. The three districts possess distinct socio-economic and biophysical characteristics as well as vary in levels of poverty and integration into the market economy.

Overall role

The Senior Monitoring and Evaluation Specialist is one of the technical support staff provided by the Programme at Provincial level. He / she is responsible for the development and operation of the Monitoring and Evaluation System. in relation to the all Programme activities.

Specific Responsibilities:

In close cooperation with provincial, district and commune level stakeholders and counterpart organisations, to carry out the following duties and responsibilities:

Work with the technical staff provided by the programme at Provincial and District levels, concerning the development of monitoring and evaluation, which combines both qualitative and quantitative methods of analysis.
Establishment and maintenance programme database, including gender disaggregated data
Assist in the establishment of a monitoring system for provincial and district administration
Analyse district monitoring reports and identify issues that should be brought to the attention of the Programme provincial and district management.
Train and supervise the District M&E staff on Programme monitoring and evaluation system.
In collaboration with the technical staff provided by the programme at Provincial and District levels, design and implement programme impact evaluation including project impact evaluation and programme mid-term impact evaluation, especially the end-of-programme evaluation
In collaboration with the technical staff provided by the programme at Provincial and District levels, assist local governments in monitoring and evaluation of development projects.
Assist the Chief Technical Advisor in the preparation of annual and quarterly reports.

Qualifications and Experience
